The proposal would make Irish Water fully subject to freedom-of-information requests and require an independent Water Services Ombudsman to handle disputes about metering and charges. It would keep Irish Water publicly owned, prevent it from entering a public-private partnership unless voters approved the change in a referendum, and require insurance to cover customers’ water leaks and damaged infrastructure.
