Health (Professional Home Care) Bill 2014

The Health (Professional Home Care) Bill 2014 would create a regulatory system for organisations providing paid home care to adults, including nursing, personal care, therapies and palliative care. It would give HIQA responsibility for setting national standards and require providers to register, assess each person’s needs, prepare care plans, use trained and supervised staff, protect people from abuse, explain fees clearly, manage medicines safely and provide a complaints process. The aim is to protect people receiving care at home while supporting their independence and helping them live there safely.
