The proposal would amend the Constitution to require the State to progressively realise the economic, social and cultural rights in the UN treaty Ireland joined, without discrimination and within its available resources. Courts could hold the State accountable for meeting this duty, strengthening protections for rights such as housing, health, education and social security.
