The proposal would amend Article 29 of the Constitution to affirm Ireland’s neutral status by requiring adherence to the 1907 Hague Convention on the rights and duties of neutral countries and people during war on land. It would place Ireland’s neutrality directly in the Constitution, giving it greater protection and making changes to that position subject to the constitutional amendment process.
