Higher Education and Research (Consolidation and Improvement) Bill 2014

Would bring universities, institutes of technology and technological universities under one framework, with clearer governance, financial oversight and quality, access and equality duties. It would reorganise the Higher Education Authority’s funding role, strengthen academic freedom and job protections, limit college presidents’ terms, and establish a process for creating technological universities.
