Updates Ireland’s employment-permit system for people from outside the European Economic Area, creating clearer permit categories for critical skills, general jobs, company transfers, internships, family members and other situations. It requires employers to consider Irish and EEA workers first, maintains the rule that at least half a company’s workforce should be from the EEA—with limited start-up exceptions—and sets pay and other eligibility conditions. It also protects workers who took reasonable steps to obtain a permit by allowing them to claim compensation from employers for unpaid work, while giving redundant permit holders extra time to find a new job.
