The Radiological Protection Institute of Ireland would be dissolved, with its responsibilities, staff, property and liabilities transferred to the Environmental Protection Agency. The measure would also strengthen security and inspections for nuclear materials and facilities, create offences covering theft, smuggling and sabotage, enable Ireland to ratify an international nuclear-security agreement, and update radiation rules and fines.
