Ministers and Secretaries (Amendment) Bill 2014
Public bill · Private Member · Introduced
The Bill would require the Government to publish, alongside each department’s spending limit, the programmes it plans to deliver, their costs and, where possible, measurable targets. It would also require an annual, plain-English statement of the State’s financial risks—such as guarantees, pensions and exposure to banks—so the public and the Oireachtas can better judge Government performance and potential liabilities.
Formal long title
Bill entitled an Act to make provision for annual ministerial expenditure ceiling programme reports and an annual statement of financial risks in order to increase transparency in the specification of programmes and to provide for measurable target outcomes intended to be delivered within ministerial expenditure ceilings, to improve transparency of Government in the management of the financial risks to the State, to amend the Ministers and Secretaries (Amendment) Act 2011 and to provide for related matters
