Would create an independent five-member board to oversee open, merit-based appointments of the Garda Commissioner, Deputy and Assistant Commissioners, as well as superintendents and chief superintendents. The Commissioner would be chosen from three shortlisted candidates with Dáil approval, while the board would appoint the other senior ranks after consulting Oireachtas committees. It would also make removals more transparent: removing the Commissioner would require Dáil agreement, reasons for suspension or removal would have to be reported, and the officer would generally have a right to an inquiry, respond to the case and have legal representation.
