Local Government (Rates and Miscellaneous Provisions) Bill 2014

The proposal would simplify and standardise how local authorities set, bill and recover commercial property rates. It would give fairer refunds for vacant or partly occupied premises, reduce rates for first-year start-ups, protect new occupiers from previous tenants’ debts, clarify when landlords become liable, and create clearer appeals and court-recovery procedures.
