The proposal would allow the Minister for the Environment to overturn a local authority’s refusal of an event licence, or remove conditions attached to an approved licence, where the event is considered nationally and culturally important. Before deciding, the Minister would have to consult the relevant bodies, allow seven days for submissions, consider public safety and the existing application, and give written reasons for the decision.
