Houses of the Oireachtas (Appointments to Certain Offices) Bill 2014

The measure would require the Clerk of the Dáil (Secretary General of the Oireachtas) to be chosen through an open competition, with appointments to that post and the three other senior parliamentary clerk positions made by the Houses of the Oireachtas Commission on the relevant presiding officer’s recommendation. It would set time limits for future appointments, clarify who performs the Secretary General’s or Clerk’s duties when a post is vacant or the office-holder is absent, and remove the existing 30-day deadline for submitting the Oireachtas’s budget estimates so they can be prepared closer to Budget Day; current office-holders would not be affected.
