Planning and Development (Temporary Moratorium) Bill 2014

The proposal would allow planning authorities to pause relevant applications when the Minister announces plans to issue, change or withdraw planning guidelines, until those plans are settled or abandoned; application deadlines would also be suspended during the pause. It would give the planning body a further 18 weeks after new guidelines are issued to deal with affected applications, aiming to prevent decisions being made under rules that are about to change.
