Garda Síochána (Amendment) (No. 3) Bill 2014

The measure would strengthen the independent Garda watchdog, GSOC, by allowing it to investigate the Garda Commissioner, use interception and surveillance powers in criminal investigations, and examine Garda policies on its own initiative. It would also extend the time for public complaints from six to 12 months and let the Garda Inspectorate begin inspections without prior ministerial approval.

Bill entitled an Act to amend the powers and functions of the Garda Síochána Ombudsman Commission in relation to complaints, investigations and other procedures; for that purpose, to amend the Garda Síochána Act 2005, the Interception of Postal Packets and Telecommunications Messages (Regulation) Act 1993 and the Criminal Justice (Surveillance) Act 2009; to provide for an amendment of the Garda Síochána Act 2005 relating to the functions of the Garda Síochána Inspectorate; and to provide for related matters
