Residential Tenancies (Amendment) Bill 2015
Public bill · Private Member · Presented
The Residential Tenancies (Amendment) Bill 2015 would create voluntary rental agreements offering tenants greater security and more predictable rents, including four-year gaps between rent reviews for “home” tenants and rent caps for people receiving housing assistance. It would encourage landlords to participate through tax benefits, including increased mortgage-interest deductions, exemptions from local property tax in some cases, and reduced tax on rental income—especially for properties brought back into use for social tenants. It would also increase the tax-free limit for renting rooms to homeless people or refugees.
Formal long title
Bill entitled an Act to provide for greater protections for tenants, to provide taxation incentives to landlords who enter into voluntary agreements, to provide for schemes which promote rental certainty and increased security of tenure for tenants, to provide the benefits of this Act to landlords that have provided security of tenure to tenants, to provide for voluntary tenancies including home tenancies, social tenancies, solidarity tenancies and a solidarity lodging scheme for refugees and the homeless, to amend and extend the Residential Tenancies Acts 2004 to 2009 and to amend the Finance (Local Property Tax) Act 2012 and to provide for related matters
