Copyright and Related Rights (Innovation) (Amendment) Bill 2015

The proposal would modernise Irish copyright law by creating an independent Copyright Council, specialist routes through the courts, and a voluntary service to help resolve disputes and manage licences. It would broaden permitted uses for education, research, disability access, parody, private copying, digital preservation and online content, while protecting creators through stronger remedies, protection for photographic metadata and safeguards against bypassing digital locks. Private copying would be allowed with a levy scheme to compensate rights-holders.
