Planning and Development (Amendment) (No. 2) Bill 2015

The proposal would create an independent Planning Regulator to review local, regional and national planning plans, investigate problems or complaints about planning authorities, give advice or directions, and provide training. The regulator could demand relevant information, publish reports and recommendations, and bring failures to follow those recommendations to both Houses of the Oireachtas; investigations would generally be private. It would also extend, to eight years, the time for certain negligence claims against financial institutions, accountants or auditors where their negligence contributed to the 2008 financial crisis, while protecting innocent purchasers of property.

Bill entitled an Act to amend the Planning and Development Act 2000 to provide for the establishment of an independent planning regulator, and to provide for matters connected therewith.
