Urban Regeneration and Housing Bill 2015

The Urban Regeneration and Housing Bill 2015 aimed to increase housing supply, particularly in Dublin, by encouraging construction and bringing unused urban land back into use. It would create a vacant-site register and allow councils to charge owners an annual levy—generally 3% of the site’s value—from 2019, with the money used for housing or local regeneration; owners could appeal decisions. It would also reduce development charges, including for some existing or completed developments, and refocus housing obligations on providing social homes—normally up to 10% of developments of more than nine homes—rather than cash or land elsewhere.

Bill entitled an Act to make provision with respect to land in areas in which housing is required and in areas which are in need of renewal to prevent it lying idle or remaining vacant, to establish a register of vacant sites in those areas, to provide for a vacant sites levy, to amend the Derelict Sites Act 1990, to amend Parts II, III and V of the Planning and Development Act 2000 and to provide for related matters
