Petroleum (Exploration and Extraction) Safety Bill 2015

The Petroleum (Exploration and Extraction) Safety Bill 2015 would strengthen safety rules for offshore oil and gas operations in Ireland, implementing EU requirements introduced after the Deepwater Horizon disaster. It would give the Commission for Energy Regulation independent responsibility for safety, require operators and rig owners to assess and reduce major-accident risks, prepare emergency plans and obtain approval before operating. Companies would also be responsible for preventing and repairing environmental damage, while the regulator could investigate incidents, enforce improvements and make accepted safety plans available to the public.

Bill entitled an Act to give effect to Directive 2013/30/EU of the European Parliament and of the Council of 12 June 2013 and for that purpose to amend the Petroleum and OtherMinerals Development Act 1960, section 6 of the Continental Shelf Act 1968 and the Electricity Regulation Act 1999 and to provide for related matters.
