Sets out a modern system for exploring for and mining minerals in Ireland, including on State land, private land and the seabed. It gives the State clearer control over prospecting and mining rights, sets rules for licences, fees, compensation and inspections, and creates a process for taking land or underground rights when needed for mining, with payment to affected owners. It also updates the handling of abandoned mines, including rehabilitation of dangerous or polluted sites, and brings the old minerals laws into line with this new framework.

Bill entitled an Act to make further and better provision for the development of minerals in the State and for that purpose to repeal the Minerals Company Acts 1941 to 1950 and certain provisions of the Minerals Development Acts 1940 to 1999, to make consequential amendments to other Acts, and to provide for related matters.
