1916 Quarter Development Bill 2015

The 1916 Quarter Development Bill 2015 would set up a state-controlled development company for parts of Dublin associated with the 1916 Rising, including the GPO and Moore Street. It would allow the company to acquire land compulsorily for conservation, restoration and redevelopment, while limiting approved uses mainly to cultural activities, tourism, small businesses, homes and local services. The Minister for Finance could guarantee up to €100 million in borrowing, creating a potential public financial liability; the companies’ accounts and decisions would be subject to oversight and reporting to the Oireachtas.

Bill entitled an Act to provide the grounds upon which certain approvals may be made by 1916 Quarter Renewal Limited relating to existing or proposed buildings and premises in the 1916 Quarter Area, to provide that 1916 Quarter Properties Limited shall be a development company for the 1916 Quarter Area and for the compulsory acquisition of land in that area by it, to authorise the Minister for Finance to guarantee borrowings by 1916 Quarter Properties Limited, to make further provisions relating to 1916 Quarter Renewal Limited and to 1916 Quarter Properties Limited, and to provide for connected matters.
