Planning and Development (Taking in Charge of Estates) Bill 2015

Would allow residents of unfinished housing estates to ask their local authority to take over and maintain roads, open spaces, car parks, sewers, watermains and related facilities without waiting seven years after planning permission expires. It would expressly cover apartments and other multi-unit developments, allow elected councillors to require a vote of homeowners, and prevent problems with private sewage-treatment plants from blocking the process. The aim is to ensure residents are not left responsible for failing infrastructure or estates whose management companies cannot maintain them.
