The proposal would amend the Constitution to give each Dáil a fixed five-year maximum term, measured from its first meeting. An earlier general election would still be possible if the Taoiseach lost the support of a majority of TDs and advised the President to dissolve the Dáil. It would make elections more predictable while preserving the existing way of dealing with a government that no longer has majority support.
