Increases pensions for people aged 66 and over, Child Benefit, the Carer’s Support Grant, Family Income Supplement and some carers’ payments. It extends Carer’s Allowance payments after the death of the person receiving care from six to 12 weeks, and renames the Respite Care Grant as the Carer’s Support Grant. Changes to payroll social insurance would introduce a tapered credit for some lower-paid employees and raise the earnings limit for employers’ lower contribution rate.
