National Mortgage and Housing Corporation Bill 2015

The proposal would create a state-backed National Mortgage and Housing Corporation to make housing finance cheaper and more widely available, support mortgage lending and help stabilise Ireland’s property market. It could buy and combine mortgages from lenders, issue mortgage-backed investments and use its fees and profits to fund affordable housing and help lower-income households buy homes. Government backing would provide access to cheaper funding, but the corporation would have safeguards intended to limit taxpayers’ exposure.
