Disability (Miscellaneous Provisions) Bill 2016

The main aim is to remove remaining legal barriers to Ireland ratifying the UN disability rights convention, while also updating several equality and disability laws. It would let deaf people serve on juries with a sign-language interpreter, replace outdated rules that blocked some people with mental illness or “unsound mind” from jury service or standing for election, strengthen disability accommodation rules in services and employment, and bring more public bodies and staff within disability and equality protections. It also tidies up the role of the National Disability Authority and the Irish Human Rights and Equality Commission, and aligns tax and social welfare rules with newer decision-making supports.

Bill entitled an Act to give further effect to the Convention on the Rights of Persons with Disabilities done at New York on 13 December 2006; to amend the Juries Act 1976 , the Electoral Act 1992 , the National Disability Authority Act 1999 , the Equal Status Act 2000, the Disability Act 2005 , the Irish Human Rights and Equality Commission Act 2014, the Assisted Decision-Making (Capacity) Act 2015; and to provide for related matters.
