National Shared Services Office Bill 2016

Creates the National Shared Services Office as a permanent public body to run shared services for the Civil Service and other public bodies, instead of leaving it inside a policy department. It would take over some functions from the Minister for Public Expenditure and Reform, allow certain service functions to be delegated to it by public bodies, and set out rules for staffing, funding, governance, accountability and the transfer of staff, property, records, rights and contracts. The aim is to give shared services a clearer structure, more independence, and a stronger customer focus.

Bill entitled an Act to provide for the establishment of a body to be known as the National Shared Services Office; to provide for the transfer to that body of certain functions of the Minister for Public Expenditure and Reform relating to the provision of certain services to public service bodies; to provide for the delegation to that body of certain functions of public service bodies relating to those services; to provide for the amendment of the Public Service Management Act 1997; and to provide for matters connected therewith.
