Central Bank (Supervision and Enforcement) (Amendment) Bill 2016

A draft housing-loan rules package would give the Finance Minister and an Oireachtas committee a formal say before the Central Bank changes mortgage-lending rules. The Central Bank would have to send them draft rules, wait for written views or proposed changes, and respond before moving ahead, with those communications later laid before the Oireachtas. Its aim is to make mortgage rules more responsive to the housing market while still keeping the Central Bank’s independence.

Bill entitled an Act to amend sections 49 and 51 of the Central Bank (Supervision and Enforcement) Act 2013 to ensure the powers exercised by the Central Bank of Ireland to make regulations, conferred by the Central Bank (Supervision and Enforcement) Act 2013 are fit for purpose; and to provide for related matters.
