The proposal would change the Constitution so the State must recognise everyone’s right to safe, adequate and accessible water, and must protect that right. It would also require that the management, treatment and distribution of water stay in public ownership. It matters because it would put water rights and public control of water services into the Constitution, making them much harder to change later.
