Parole Bill 2016

Sets up an independent Parole Board to decide whether some prisoners can be released before the end of their sentences, instead of leaving parole to the Justice Minister’s discretion. It sets out who can be considered, what factors must be weighed, the conditions that can be attached, and how release can be monitored, changed, suspended, or revoked. It also gives victims a clearer role in the process and aims to make parole decisions more transparent, consistent, and focused on public safety.

An Act to provide for the establishment of a body to be known as An Bord Parúil or, in the English language, the Parole Board; to provide for its functions; to amend certain enactments; and to provide for related matters.
