Petroleum and Other Minerals Development (Amendment) Bill 2016

The proposal would ban unconventional gas exploration and extraction, such as fracking, by changing the rules on what counts as petroleum and removing related rights for those methods. It would also require public consultation before exploratory licences are granted, with a cost-benefit analysis published, and it would add social and local benefit conditions to leases, including a profit contribution to renewable energy projects and taking extracted petroleum ashore in the State. To improve oversight, leases would face annual review by an Oireachtas committee, and leaseholders would have to share relevant information with the Minister.
