Seanad Bill 2016 would overhaul how the Seanad is chosen and run. It would widen the pool of voters, let Irish citizens living in Northern Ireland and some people abroad vote, create a new Seanad Electoral Commission, replace by-elections with a replacement list system, and change the Seanad’s constituencies, including a single higher-education seat. It also sets new rules for nominations and ballots, and it would scrap the separate university-members election law.
