The proposal would change the Constitution to state that water is an essential public resource, and that public water infrastructure should stay in public ownership. It also says the State should never allow water services for the public to be privatised or turned into a commercial venture. If passed, it would lock this principle into the Constitution, making it harder for future governments to change course on water ownership and control.
