Gives the investigation into the former Irish Bank Resolution Corporation stronger powers to obtain and use confidential, legally protected and stock-exchange information where necessary and in the public interest. It allows the investigation to seek guidance from the High Court, refer legal questions to it, and work in separate divisions to manage its large workload and avoid conflicts of interest. It also limits circulation of draft findings to people who may be criticised, helping the investigation proceed while protecting sensitive information and ensuring those facing adverse findings can respond.

Bill entitled an Act to make additional provision in relation to the commission of investigation established by the Commission of Investigation (Irish Bank Resolution Corporation) Order 2015 (S.I. No. 253 of 2015); for that purpose to amend the Commissions of Investigation Act 2004 and the Irish Bank Resolution Corporation Act 2013; and to provide for matters connected therewith
