The proposal would change the Constitution so that electricity and gas transmission and distribution networks, along with public water supply and wastewater treatment services, must stay in public ownership. If approved in a referendum, it would stop the Dáil and Seanad from passing laws to privatise those assets. It matters because it would lock key utilities into public hands and limit future governments’ ability to sell them off.
