Cannabis for Medicinal Use Regulation Bill 2016

A new system would be set up to control how medical cannabis is grown, imported, sold, labelled, tested and advertised in Ireland. It would create a Cannabis Regulation Authority and a Cannabis Research Institute, and require licences for wholesalers, retailers, importers and producers, with pharmacies playing the main retail role. The rules would restrict sales to people with a doctor’s recommendation, limit quantities, ban sales to children, and require plain packaging, warning labels, product testing and record-keeping. It would also tighten oversight by allowing inspections, penalties and licence revocation, while updating existing drug and workplace-smoking laws to fit the new medical cannabis regime.
