Changes competition law so trade unions could bargain collectively for people who personally do work or provide services under contract, even if they are treated as self-employed for legal purposes. It also lets representatives of certain publicly funded professions negotiate pay and conditions with public bodies, while still stopping price-fixing against consumers.

Bill entitled an Act to amend the Competition Act 2002 to provide that section 4 of that Act shallnot apply to collective bargaining and agreements in respect of certain categories ofworkers; and to provide for related matters.
