Judicial Appointments Commission Bill 2016

Sets up an independent Judicial Appointments Commission to oversee judicial recruitment and recommend candidates purely on merit. It would replace the current advisory board, publish clear selection criteria, advertise vacancies, interview applicants, and send the Minister three ranked names for each opening, with government expected to choose from that list or give a public reason if it does not. It also adds requirements on training, tax clearance and good character, aims to improve transparency and diversity, and extends the retirement age for District Court judges to 70 while increasing the years’ standing needed for senior court appointments.
