The measure would fix a problem caused by a court ruling that said some land cases involving property that no longer has a rateable valuation must start in the High Court, even where they would normally be heard locally. It would keep existing cases in the Circuit Court or District Court moving, make the rules clearer for future land disputes by using market value instead of old rateable values, and preserve other uses of valuation certificates for things like ground rents. It would also tidy up a planning law mistake and remove outdated licensing rules.

Bill entitled an Act to make provision in relation to the jurisdiction of the Circuit Court and the District Court and, in particular, to make provision in relation to the jurisdiction of each of those Courts in the case of proceedings respecting land that is not rateable under the Valuation Act 2001, to amend certain enactments concerning the jurisdiction of the Circuit Court and the District Court, to amend sections 60 and 67 of the Valuation Act 2001, to amend section 170A(3) of the Planning and Development Act 2000, to repeal certain enactments in relation to the jurisdiction of the District Court and Circuit Court in certain licensing matters and to provide for related matters.
