The measure makes four main changes: it lets members of the Health Products Regulatory Authority be paid fees, excludes certain special compensation payments from nursing home means tests, and keeps some over-the-counter medicines such as emergency contraception and nicotine replacement products available free or reimbursable to medical card holders. It also tightens Ireland’s plain-packaging tobacco rules by setting out more detail on what may appear on cigarette and tobacco packets, including product descriptions, manufacturer contact details, resealing tabs and related technical features. These changes matter because they support public health, protect people from being penalised for compensation payments, and keep access to important medicines.

Bill entitled an Act to amend the Irish Medicines Board Act 1995, the Nursing Homes Support Scheme Act 2009, the Health (Pricing and Supply of Medical Goods) Act 2013 and the Public Health (Standardised Packaging of Tobacco) Act 2015; and to provide for related matters.
