Seeks to increase the supply of social and affordable homes by changing rules on how land is bought for housing and how rent is set and reviewed. It would cap compensation for land taken for housing, tighten rent controls so rises track inflation with limited extra increases for improvements, stop landlords ending tenancies just to sell the property, and make the rent rules easier to enforce. It would also bring the vacant site levy in sooner to encourage unused land to be brought into use.
