Local Government (Mayor and Regional Authority of Dublin) Bill 2016

Creates a directly elected Mayor of Dublin for Dublin city and the three surrounding counties, and sets out how that mayor would be elected, paid, and replaced if the office falls vacant. It also establishes a new Regional Authority of Dublin to bring the four Dublin local authorities together, with members from each council, and gives it responsibility for coordinating planning, waste management, housing, transport, and other regional services. The mayor gets significant powers to push Dublin councils to work together, prepare regional strategies, report back to the councils each year, and help oversee major planning and transport decisions. It matters because it would shift real authority over key city-region issues into a single visible office and a new regional body, with the aim of improving coordination, accountability, and long-term planning across Dublin.

Bill entitled an Act to provide for the election of a Mayor for the Local Government Areas of Dublin City and the counties of Dún Laoghaire-Rathdown, Fingal and South Dublin; to provide for the establishment of a body to be known as the Regional Authority of Dublin, or in the Irish language, Údarás Réigiúnach Bhaile Átha Cliath; to confer certain functions on the said Mayor and on the said Authority including functions under the Waste Management Act 1996, the Planning and Development Act 2000, the Local Government Act 2001 and certain other enactments; for that purpose and other purposes to amend those enactments; and to provide for matters connected therewith
