Thirty-fifth Amendment of the Constitution (Blasphemy) Bill 2017

Proposes a change to the Constitution that would replace the current wording on freedom of expression in Article 40. The new wording would remove the existing reference to punishable “seditious or indecent matter” and the separate constitutional blasphemy reference, giving the Oireachtas more room to decide what, if any, limits should apply in law. It matters because it would reshape the Constitution’s treatment of offensive speech and related offences, while keeping strong protection for free expression.
