The measure closes a loophole that let some drivers caught over the legal alcohol limit get penalty points instead of being banned. It would replace that option with an automatic three-month driving disqualification, while also updating older road traffic laws so penalty point and disqualification rules work properly together. It applies only to offences committed after the law starts.
