Landlord and Tenant (Ground Rents) (Amendment) Bill 2017

Eases the rules for people on long leases to buy out the ground rent and become full owners of their property. It updates the legal tests for when a building has changed enough to count as having a new identity, and it clarifies how property values should be measured for these cases using valuation records. It also lets the valuation office issue the certificates needed to prove those values, making the process simpler and more workable.
