Health and Safety (Carbon Monoxide) Bill 2017

Requires landlords, including public bodies and approved housing bodies, to arrange yearly servicing and maintenance of all fuel-burning appliances that can produce carbon monoxide in rented homes, and to keep proof that the work was done by an authorised person or company. It also sets out tenant co-operation, annual reporting, possible inspection and enforcement arrangements, and penalties for non-compliance. It matters because carbon monoxide poisoning can kill quickly, and the measure aims to reduce preventable deaths and illnesses while also improving appliance efficiency.

Bill entitled an Act to require all landlords, including publicly funded organisations and other commercial organisations to ensure an annual service and maintenance is carried out on all heat producing carbon monoxide emitting appliances in each tenanted property; and require records to be kept to verify that work was carried out by an authorised person or company; and to provide for related matters
