Pensions (Amendment) (No. 2) Bill 2017

The proposal would give members of a defined benefit pension scheme a way to appeal to the Pensions Authority if the trustees decide to wind up the scheme, especially where some groups of members might be treated unfairly. It would also make it much harder for a solvent employer to wind up an underfunded scheme without paying in the shortfall, though the Authority could allow a reduced or delayed payment if full payment would seriously threaten the employer’s survival. It would also require a report on possible changes to pension funding rules and the idea of a pension protection scheme.
