Childcare Support Bill 2017

Sets up a new Affordable Childcare Scheme to help parents meet childcare costs by paying registered childcare providers directly, replacing a number of older support schemes. Support would be income-based for families who need it most, with some help also available more broadly, and extra support for children who need it for development or welfare reasons. It also creates a formal application, review and appeals system, allows automatic income checks using public records, and gives the State powers to inspect providers and recover money where there is fraud or overpayment, which matters because it aims to make childcare more affordable while improving access and oversight.
