According to the explanatory memorandum, the measure would give full access to GP and other health services to all children receiving the Domiciliary Care Allowance, which supports children with severe disabilities. It would also change prescription charges for medical card holders aged 70 and over and their dependants, setting a lower charge per item and a monthly cap, while including these children in the cap too. In plain terms, it aims to reduce healthcare costs for some of the most vulnerable children and older people.
