Public Services and Procurement (Social Value) Bill 2017

The measure would let public bodies factor in social, economic and environmental benefits when awarding service contracts, not just price. It also encourages them to build community benefits into contracts, such as training, apprenticeships, subcontracting opportunities, support for small and medium businesses, innovation and youth jobs. The aim is to widen competition in public procurement and make public spending deliver more value for local communities.

Bill entitled an Act to increase competition in the public procurement tendering process by enhancing Small and Medium Sized Businesses ability to compete for public procurement tenders by allowing public bodies to have regard to economic, social and environmental well-being in connection with public services contracts; and to provide for related matters.
